Emma is a Senior Program Manager on the Clean Transportation Solutions team at TRC. She has led the development of the team’s Policy 360 services, helping transportation sector clients and stakeholders track, understand, and participate in policy and regulatory developments across North America. As the policy lead, Emma serves as an expert in some of the leading rules and regulations supporting the transition to clean energy and transportation technologies. Emma holds a bachelor’s degree in political science from the University of North Carolina at Charlotte and a dual master’s degree in public policy and environmental management from Duke University.
